THE ROLE
We design and install the power networks that connect homes, businesses and data centres to the grid. Every scheme starts with a price, and getting that price right is where you come in.
As a Civils Estimator at JSM Group, you’ll produce detailed pricing for HV and EHV civil and cable installations up to 132kV, mostly in the public highway, working from client scope and DNO G81 specifications. You’ll build estimates from first principles across civils, reinstatement, utility connections, enabling works and specialist solutions such as HDD, assessing the labour, plant, materials and subcontract resource each job needs.
WHAT YOU’LL DO
Review tender documents, interpret requirements and help shape the bid strategy.
Spot and manage risk early, before it reaches the programme.
Work with our Street Works and Planning teams on Gazetteer information, Local Authority restrictions and permits.
Work with Procurement on quotations for aggregates, asphalt, ducting, concrete, reinstatement materials and subcontract services.
Price schemes from first principles in Causeway (and occasionally Excel), keeping cost models current.
Calculate traffic management costs and Local Authority fees.
Agree outputs, programme, resource and approach with Project and Delivery Managers, including site surveys where needed.
Prepare tender submissions, issue subcontract enquiries and evaluate responses.
Lead or support pre- and post-tender activity, including client clarification meetings and BAFO reviews.
Hand successful tenders over to the Delivery Team and QS through our Project Pre-Start process.

A strong background in utilities civils, whether water, power or telecoms (essential).
Experience of HV and EHV civil and cable installations up to 132kV (desirable).
A degree in estimating or a related discipline, or at least 5 years in a similar utilities-focused estimating role.
Good knowledge of utility contracting and highways reinstatement.
A methodical approach, strong attention to detail and sound risk judgement.
Strong numeracy and financial skills, and the ability to turn complex information into clear estimates.
